THE FREE AND OPEN ACCESS OF A PERSON TO ANY PUBLIC INTEREST INFORMATION REPRESENTS ONE OF THE FUNDAMENTAL PRINCIPLES OF THE RELATIONS BETWEEN PERSONS AND PUBLIC AUTHORITIES, ACCORDING TO THE ROMANIAN CONSTITUTION AND WITH THE INTERNATIONAL DOCUMENTS RATIFIED BY THE ROMANIAN PARLIAMENT (excerpt from Law no. 544 on 12.10.2001 regarding free access to public interest information).

 

 


MOREOVER, ANY CITIZEN HAS THE RIGHT TO ADDRESS PETITIONS TO AUTHORITIES AND PUBLIC INSTITUTIONS FORMULATED IN HIS NAME, AS WELL AS TO BE NOTIFIED ON THE METHOD OF SETTLING SUCH PETITIONS
(excerpt from the Government Ordinance no. 27/2002 on the regulation of petition settlement activity and the Law no. 233/2002 on approving the Government Ordinance no. 27/2002).


GENERAL OR SPECIFIC INFORMATION can be
: information regarding the conditions and means of accessing the European funds granted by the NRDP, information observing the same form and content as the informational materials presented and approved for publishing by the PARDF and MARD (identical reproduction of a text or of a collection of texts from the Applicant’s Guide, from brochures, presentation, guidelines, fliers), the contact data of PARDF, the working hours with the public or the redirection towards other institutions. 


THE PETITION
is the request, claim, notice or proposal made in writing or by e-mail, that a citizen or a legally established organization can address to the central and local public authorities and institutions, to the public decentralized departments of the ministries, and to other central bodies, companies and national and commercial companies of county or local interest, as well as to the independent state-owned companies.

For sending a petition on the request of information or for notifying any likely irregularities, please inform us in writing.

Attention! For starting the investigations and for taking the required actions, the petition must be explicit, must contain actual and verifiable information and the contact data of the persons drafting the petition! The anonymous petitions or those with no identification data of the petitioner cannot be settled and thus shall be automatically filed.      

 

The time interval for answering the request of information of general or specific nature is 10 days from the request date of registration, regardless whether the solution is favourable or not. If certain aspects of the request require a more detailed investigation, the deadline for answering it can be extended by the maximum term of 30 days from the date of registering the request. The maximum answering term depends on the difficulty or complexity of the request, and on the volume of documentary works required for answering it and on the request urgent nature. If the necessary time interval for identifying and sending the answer exceeds 10 days, PARDF shall notify the applicant for informing him/her within maxim 10 days from the request registration date.

The term for settling the petitions is 30 days from the date of petition registration, regardless whether the solution is favourable or not. If certain aspects of the petition require a more detailed investigation, the deadline for settling it can be extended by the maximum term of 15 days.
 
For requesting public interest information of general nature or for submitting a petition, one can send a request to the central office of PARDF or to any of the PARDF offices from the central and regional level (the addresses of the County Offices and of the Regional Centres of PARDF can be sound under the section CONTACT of this webpage), as mentioned-bellow:

Please contact the PARDF staff for requesting the general information by the phone - 021-310.16.35 (this number is strictly for public information) or to any of the phone numbers of the County Offices and Regional Centres of PARDF.

Please contact the PARDF staff by the phone for communicating your petition. The free of charge HotLine number is 0-800-800-644, this number being for sending petitions. For being able to answer your request, we hereby inform you that the call shall be registered, the continuation of the call being considered your acceptance for recording the call.

 Protecting the financial interests of the European Union in Romania

 
 

The Antifraud department - AFD (in Romanian DLAF) ensures the protection of the financial interests of the European Union in Romania. The department has the authority to control the EU funds, being the national coordinator of the antifraud actions.
 

AFD carries out the operative controls on site, ex officio or based on the notices sent by the competent authorities in managing the EU financial support, by other public institutions, by natural or legal persons, by the media, by the European Antifraud Office (OLAF), as well as by the other Member States.
 

According to the provisions of the Law no. 78 / 2000 for preventing, discovering and sanctioning the corruption actions, the perpetrating of crimes against the financial interests of the European Union shall be punished by imprisonment for up to 20 years and by interdiction to exercise certain rights.
 

Any notice regarding irregularities and/ or possible frauds in granting or using the EU funds can be sent to the Antifraud Department by the phone 021 / 318 11 85, fax 021 / 312 10 05 or by e-mail to the address antifraud@gov.ro. The internet page of AFD is: www.antifrauda.gov.ro.
